Envelope and per-project ceiling
The 2026-27 envelope and per-project ceilings are published in the round's information for applicants[CIF]. Per-project ceilings vary by phase and scope (single-project cap, plus an overall trust cap). Multi-academy trusts apply at trust level.
Outcome framework
Applications are scored against condition need (severity grade C/D), risk (fire safety, structural, RAAC[RAAC]), value for money, and energy / carbon contribution[Spec21]. The scoring favours risk-driven and high-impact M&E renewals.
10% consultant fee cap
ESFA caps consultant fees at 10% of works[CIF cap]. In scope: design, PM, QS, CDM, condition survey, energy modelling, planning consultancy. Out of scope: statutory planning fees, BCO fees, BNG units. Cases above the cap need justification or are queried.
