CDC2 succession

What CDC2 was

CDC2 was the DfE's in-house programme to centrally collect condition data across the school estate, used to inform SRP nominations and CIF outcome scoring. Succession from March 2026 shifts responsibility for survey commissioning to trusts and LAs[NAO].

The private survey market

Chartered firms (RICS-regulated QS / building surveyors and M&E consultants) provide RICS-standard surveys. Pricing depends on size (£8-12k for a typical 1-2FE primary; £15-25k for a large secondary), scope of elements, M&E inclusion, and condition grading framework used.

Who commissions

Academy trusts commission for their schools; LAs commission for maintained schools they hold the freehold for. Multi-academy trusts often run framework arrangements with surveyors covering all schools on a five-year cycle.

How outputs are used

Condition surveys feed CIF outcome scoring, SRP nominations, DFC prioritisation, and trust-level estates strategies[CIF]. The data also informs disclosures in trust accounts on FRS 102 capitalisation.
